DAO Portfolio

Long term asset holdings with fluid sell dates. The DAO now has the ability to hold assets longer than the one week cycle allowing for more dynamic market participation. Assets within the portfolio can be removed and subsequently sold at any time, which are then directed towards the current week's tax pool.
